Great question. Exact Actuation is basically an extension of the 1:1 concept, with some key changes that make the two systems incompatible. With 1:1, the amount of cable movement at the shifter equals the amount of derailleur movement. However, there is still a falling rate for cable pull, so the actual amount of cable being pulled to move the derailleur from the 11T to the 12T is more than the amount being pulled to move from the 32 to the 34. It's only the ratio that stays the same. With exact actuation, the ratio is still 1:1, but now the amount of cable being pulled is the same between all shifts (I believe 3mm for each shift). This means if you put an EA derailleur onto a 1:1 shifter, the shifter is probably pulling too much cable at the small cogs, and not enough at the big cogs. Shifting would be very sloppy.
